There are two methods of making BSNL Online Payment at the following site:
Option 1: BSNL Postpaid Bill Payment without registration
Step 1: Visit: http://portal.bsnl.in/mobilepayments/aspxfiles/login.aspx

Step 2: Click Quick Pay as can been seen on above screenshot
Step 3: Select the option as applicable, for ex: GSM, WiMax, CDMA/EVDO/NIC Option as shown in below screenshot

Step 4: Enter your Mobile Number and Account Number to proceed further. Account number can be found on your bill as shown below.

Step 5: You will land on a page as shown below for Online BSNL Bill Payment:

Step 6: Enter your E-mail Address to proceed with Payment. Payment details will be sent on the details entered by you.
Step 7: After entering the Mobile Number or E-mail Address Select either of the Credit Card/Internet Banking/Cash Card Option to proceed further with Online BSNL Bill Payment.
Step 8: On Selecting the option you will be redirected to the below page:
